For as long as I can remember, the Wisconsin High School Bowling Club program has used fill percentage to determine who qualifies for our High School State Tournament singles from each district. The problem with fill percentage is that it counts spares the same as strikes: someone with 10 strikes in 10 frames has the same fill percentage as someone with 10 spares in 10 frames, while any bowler knows a strike is far more valuable and the player with 10 strikes is far more valuable to their team...
